March 2021, Volume V, Issue 1

We are back on track with our quarterly updates, just in time for the Texas Legislature and the Texas State Board of Plumbing Examiners to be hitting their stride.  Even as we begin to emerge from the COVID crisis and navigate an unprecedented winter storm recovery, Texas plumbing regulation is hurling toward a (hopefully positive) resolution that will impact us all.

Plumbing Regulation Pending In Texas

Austin Capitol Rotunda

Two competing bills have been filed in the Texas Legislature to continue plumbing regulation and the Texas State Board of Plumbing Examiners.

Remember, the Legislature must reauthorize plumbing regulation this session before the Governor’s previous executive order expires, otherwise the TSBPE will again face closure and plumbing regulation will revert to the various municipalities.

New TSBPE Members

TSBPE

Texas Governor Greg Abbott named six new members to the TSBPE, including a new chairperson, filling all of the vacant and expired seats.

We had the privilege of being introduced to Frank Denton (Chairman) before his first meeting and have spoken with him several times, including a 2-hour conversation in our recent Houston RMP course.  Frank realizes not everyone will like change, but change must happen for the TSBPE to survive.

Plumbing Rule Changes Coming In Texas

Past-Present-Future

With all seats in the Texas State Board of Plumbing Examiners (TSBPE) filled, a new chairman at the helm, and the increasing likelihood plumbing regulation will be extended without major change by the Texas Legislature, the TSBPE is aggressively reviewing their rules. The initial focus is on those rules involving examinations and education.  The rule updates being considered would represent the greatest changes in over 50 years.
